大多數(shù)同學對于考題中教育、社會類型的題目思路開展很清晰，但是對于不太常見的政府類型考題就不知道怎么展開，所以今天我們來分析一下雅思大作文中政府類型的常考話題，并補充給大家一些相關(guān)的詞句表達。

從近五年題目的數(shù)據(jù)上來看，每年與政府相關(guān)題目會出大概5題左右，大部分政府類型考題集中在兩個方面：政府投資、政府職能。下面就從這兩個方向分析一下考點和思路：

一、政府投資

此類題目會問到政府的資金應(yīng)該投資在哪些領(lǐng)域，包括以下幾道：

2018.5.12 投資藝術(shù)：Some people think that arts (such as painting and music) do not directly improve people's life, so the government should spend money on other areas. To what extent do you agree or disagree?

2018.11.1 投資交通：Public transport should be funded by the government so that it can be free for the people who use it. To what extent do you agree or disagree with this statement.

2019.8.24 投資醫(yī)藥：Research can find new medicine and treatment, which are essential to health and disease. Who do you think should fund this research: the private companies, individuals or governments?

2019.10.26 清理污染：Some people think that companies and private individuals, not the government, should pay to clean up the environment in proportion to the amount of pollution they have produced. To what extent do you agree or disagree?

投資方面的爭議集中在關(guān)鍵行業(yè)（醫(yī)藥、交通、環(huán)保）和非關(guān)鍵行業(yè)（藝術(shù)）(non-essential sectors), 前者為公眾帶來方便，有直接和明顯的好處(immediate and tangible benefits)，比如醫(yī)療和教育會給民眾非常大的好處；后者帶來的好處是精神上的(spiritual needs)，包括娛樂，藝術(shù)等，可以帶給人們精神上的快樂(emotional well-being)。

涉及到政府投資類型的題目，可以從以下兩個方向構(gòu)思：

1、能否為當?shù)貛�來�?jīng)濟收益

2、能否滿足大眾的某一需求，迎合大眾(cater for the general public)，特別是納稅人(tax payer)的利益。

比如對于2018.5.12的題目：Some people think that arts (such as painting and music) do not directly improve people's life, so the government should spend money on other areas. To what extent do you agree or disagree? 

政府應(yīng)該投資的展開方向：藝術(shù)能滿足民眾精神需求；藝術(shù)能提升城市形象，帶動旅游業(yè)經(jīng)濟發(fā)展；

政府不應(yīng)該投資的展開方向：個別地區(qū)生活需求還未滿足，涉及不到精神需求；投資藝術(shù)耗費巨大，無法帶來經(jīng)濟收益。

2018.11.1 投資交通：Public transport should be funded by the government so that it can be free for the people who use it. To what extent do you agree or disagree with this statement.

政府應(yīng)該投資的開展方向：公共交通能方便人們出行；免費出行可以提升民眾幸福感；增強政府公信力；公共交通保護環(huán)境

政府不應(yīng)該投資的開展方向：免費公共交通會給政府增加財政壓力；人們都選擇公共交通出行會過于擁擠。

二、政府職能的考點包括：

2018.4.14負責環(huán)境Governments should make people responsible for looking after their own local environment. To what extent do you agree or disagree?

2018.7.7改善交通People have different views on how to reduce traffic congestion. Some think that governments should build more train and subway lines, while others think that building more and wider roads will reduce traffic congestion. Discuss both views and give your opinion. 

2019.6.1改善環(huán)境Individuals can do nothing to improve the environment. Only governments and large companies can make a difference. To what extent do you agree or disagree with this opinion?

關(guān)于政府職能的題目可以從以下幾個角度構(gòu)思：

應(yīng)該政府來做：政府的職責、提升公信力、政府更有能力來做；應(yīng)該其他群體（個人或公司）來做：措施簡單、政府還有其他更重要的事情需要負責。

比如2018.4.14的題目：Governments should make people responsible for looking after their own local environment. To what extent do you agree or disagree?

政府應(yīng)該負責開展方向：這是政府的責任、可以增強公信力；

政府不應(yīng)該負責開展方向：應(yīng)該個人負責：個人來做更加方便和簡單、政府需要關(guān)注更加其他迫切的問題（基礎(chǔ)生存保障醫(yī)療等）

2019.6.1的題目：Individuals can do nothing to improve the environment. Only governments and large companies can make a difference. To what extent do you agree or disagree with this opinion?

政府負責的開展方向：政府本身的責任是確保有適宜居住的環(huán)境；提升公信力；政府更有能力來做（號召力等）

個人或公司負責的開展方向：個人來做更加方便有效；政府需要關(guān)注更加迫切的問題
